The PSC's Role
The Florida Public Service Commission is committed to making sure that Florida's
consumers receive some of their most essential services — electric, natural
gas, telephone, water, and wastewater — in a safe, affordable, and reliable
manner. In doing so, the PSC
exercises regulatory authority over utilities in one or more of three key areas:
rate base/economic regulation; competitive market oversight; and monitoring of safety,
reliability, and service.

Notice of Emergency Variance or Waiver
NOTICE IS HEREBY GIVEN that the Florida Public Service Commission (FPSC) has received
an emergency petition from Progress Energy Florida, Inc., filed on July 1, 2011,
in Docket No. 110009-EI, seeking a variance from or partial waiver of Rule 25-6.0423(5)(c)(2)
and (5), Florida Administrative Code (F.A.C.). Rule 25-6.0423, F.A.C., establishes
alternative cost recovery mechanisms for the recovery of prudently incurred nuclear
power plant costs consistent with Section 366.93, Florida Statutes. Rule 25-6.0423(5)(c)(2),
F.A.C., requires the FPSC to conduct a hearing each year and determine the reasonableness
of projected construction expenditures and associated carrying costs and to make
an annual prudence determination of the utility’s prior year’s actual construction
costs and associated carrying costs. Rule 25-6.0423(5)(c)(5), F.A.C., provides that
a utility shall submit each year for FPSC review and approval a detailed analysis
of the long-term feasibility of completing the power plant. Comments on the emergency
petition should be filed with the Florida Public Service Commission, Office of the
Commission Clerk and Administrative Services, 2540 Shumard Oak Boulevard, Tallahassee,
Florida 32399-0850, within 5 days after publication of this notice. A copy of the

- Home Energy Assistance
Low-income households in Florida can get help paying energy bills through the
Low-Income Home Energy Assistance Program (LIHEAP). To find out about qualifications,
residents should contact their county's local LIHEAP
agency, or by calling the state's information line at 2-1-1.
Emergency Home Energy Assistance for the Elderly (EHEAP), is a program which
provides assistance for home-energy emergencies to qualified, low-income households
with at least one person 60 years of age or older. To find out about qualifications,
residents should contact their county's local EHEAP agency, or
by calling 1-800-963-5337.
